Was widening the Overland Avenue bridge over the Santa Monica Freeway a complete waste of money?

I have seen the Overland onramp to the westbound Santa Monica Freeway so totally full, so gridlocked that drivers could not turn with a green light and the Northbound lanes approaching the onramp were backed up beyond the onramp to the eastbound freeway.
The two left turn lanes onto the eastbound 10 are always packed and vehicles extend beyond those lanes.
Eastbound National Boulevard approaching Overland and the offramps is backed up the long block to Malcolm Avenue and sometimes to Westwood Boulevard various times each day. These backups block driveways to a church/school and to people’s residences.
For weeks blockades on the sidewalks have announced the closing of the west sidewalk on the Overland bridge. They just opened the new areas and no one has explained why the sidewalk is to be closed again.
The only alleviation to these traffics issues may be the completed Expo Line. Judging from the work on phase one which is over a year behind, one presumes that phase two, scheduled to open in 2015, may be delayed to 2017 and beyond.
